Throwing in a cheap kitchen and bathroom, or just presenting essentially the same cleared area to the next potential lessee might initially appeal - but it won't get the right tenants signing the right leases at the right rents.
So yes, if the money and opportunity is there to get work done now, then get it done now; we repeat: in this day and age, it is the investment.
But get it done right.
